  • If you change your mind on what to hunt your points are locked in

The Solution

  • Combine all once-in-a-lifetime points into one shared point pool
  • Hunters may switch species at any time without losing points
  • System becomes “One-and-Done” — one once-in-a-lifetime permit total per hunter (resident & nonresident)
  • Use a 90/10 draw split
    • 90% of permits to highest point holders
    • 10% random draw
    • When fewer than 10 tags exist → minimum 1 random tag

Intended Outcome

  • Fairer distribution of rare opportunities
  • Prevents repeat hunters while others never draw
  • Maintains excitement through random chance
  • Reduces the average age of hunters on physical hunts
  • Reduces long-term point creep pressure across species
